Each February, members of the Hampton County Council meet with a facilitator to create a set of goals based on the needs of the community. Input from all council members are explored, categorized and prioritized into three groups:

Critical Goals
- Develop a plan for a combined Fire/EMS service
- Develop a plan for county office space including moving out of rental space, renovating the BT Deloach Building and selling the Parker Building
- Plan for a multi-sport recreation facility
- Construct a spec building
- Continue involvement in the Jasper Port Planning process
- Minimize tax increase
Important Goals
- Implement Phase II of the Capital Projects One-Cent Sales Tax
- Recoup Detention Center costs
- Address water/sewer study recommendations
- Develop a road maintenance plan to include fees, ownership, and road standards
- Complete Animal Shelter improvements
- Complete Land-Use plan
- Authorize and fund a position to enforce vehicle registration laws
- Prioritize county facility maintenance needs and continue to maintain building
Other Goals
- Continue Technical College of the Lowcountry improvements
- Implement Charrette recommendations
- Continue alliance with University of South Carolina - Salkehatchie
- Decide on Miley Fire Station
